Building on the concepts introduced in Tool 1, it is designed for civil society actors who already have a basic understanding of public finance and wish to strengthen their technical skills in child rights budget analysis. It provides practical methodologies, frameworks, and tools to analyse public budget allocations and expenditures, identify funding gaps, and generate evidence that can be used to strengthen accountability and advocacy. The skills and evidence generated through this tool provide the foundation for the advocacy approaches presented in Tool 3.
