The Remote Assessment of Learning (ReAL) is a phone-based tool for measuring literacy, numeracy, and social and emotional learning (SEL) outcomes among children aged 5 to 14 when in-person assessment isn’t feasible. An enumerator works one-on-one with the child by phone call, with light caregiver support to present stimuli — either via WhatsApp on a smartphone or hard-copy materials distributed in advance. Designed as a summative, aggregate-level outcome measure, ReAL has been validated across six countries. It is not intended for diagnostic, formative, or high-stakes individual decisions.

The current High Access administration guidance has been revised based on results from a cross-country validation study in six countries: Cambodia, Mozambique, Niger, Occupied Palestinian Territory, Philippines, and Sudan. The psychometric results of these validation studies can be found in the technical report.
