Baseline Study Report: The Girls Decide Module (2025)

This baseline study assesses the Girls Decide Curriculum, a gender-transformative, life skills–based program targeting adolescent girls aged 10–19 in Rohingya refugee camps and host communities in Cox’s Bazar, Bangladesh. Implemented by Save the Children and partners, and supported by multiple donors, the curriculum aims to strengthen girls’ knowledge, confidence, agency, and decision-making skills while addressing risks such as gender-based violence, harmful social norms, and restricted autonomy. Using a mixed-methods approach, the study establishes benchmark data across key empowerment domains—Power Within, Power To, Power With, and Power In—and examines alignment with contextual gender norms, risks, and enablers identified in prior analyses. The study also evaluates the gender sensitivity and inclusion capacity of implementing staff and partners. Findings will inform curriculum adaptation, safeguarding strategies, and community engagement approaches, while providing a foundation to measure progress and impact across integrated projects using the Girls Decide Curriculum in the complex humanitarian context of Cox’s Bazar.
