This article discuss how donors and international organisations for a long time have attempted to integrate the two sectors of emergency response and development, moving from humanitarian assistance to development and reconstruction. It describes the challenges for donors and organisations to integrate the sectors, although the two sectors have similarities, vast differences also exist. The desk review further describe the triple nexus and its relation to localisation and governance as well as the engagement and support from different stakeholders and the specific complexity in the opposition held areas of Syria.
