Access to education is a central need for millions of children and young people affected by emergencies and protracted crises. Supporting education in crisis contexts involves multiple actors with different mandates, missions, organizational structures, and technical and geographic expertise. Systematic organization and coordination of these actors can allow for more efficient, cost-effective and successful responses. 

This report provides a global framework for the analysis of formal coordination approaches for education planning and response in humanitarian emergencies and protracted crises. It reviews concepts, definitions and approaches for coordinated planning and response, with a focus on structures across the humanitarian-development nexus.
