In September 2009, tropical storm Ondoy (known internationally as Ketsana) caused devastation in Metro Manila, Philippines. Flooding in low-lying areas and storm surges affecting coastal communities have become more frequent. Overcrowded, high-risk communities living in these areas have become the focus for the government’s effort to free natural waterways and minimize flooding in the country’s capital region.

This child rights impact assessment (CRIA) studies the impact of resettlement on children living in informal settlements and resettlement sites. The study embraces a holistic perspective on children’s situation by looking a range of factors that influence children’s rights and well-being: right to health, right to education, right to safe environment, freedom from violence and abuse, etc.

The outcome of this report will be used in the development of a model resettlement program that will ensure the promotion and protection of children’s rights and well-being.
