Since the outbreak of the Syrian civil war in 2011, an enormous amount of people have fled their homes. Many countries have experienced a large influx of refugees, but Jordan and Lebanon are those who have the highest number of refugees in proportion to their population.

This report explores how the refugee crisis was responded to in both of these countries. It focuses on how international humanitarian organizations reached out to and partnered with civil society organizations in general, and women-led organizations in particular. It shares key insights and recommendations on how international actors can work with local organizations in a sustainable and effective manner, as well as possible barriers and opportunities for cooperation with women-led organizations.
