The Localisation and Protection initiative is a collaboration between the Humanitarian Advisory Group (HAG), the Humanitarian Policy Group (HPG) and the Australian Red Cross. The research explores the relationship between localization and protection and focuses on disasters in the Pacific context in light of the push for localization of humanitarian action in the region. It considers both sudden or rapid onset disasters as well as slow-onset and climate-change induced disasters. 

This paper provides an analysis of existing knowledge and literature on protection and localized responses, and focuses on the challenges and opportunities for protection in disaster responses led by local actors.
