In recent years, the National Police Immigration Service (NPIS) has been given increasing target numbers for how many forced returns they are expected to carry out. Since 2013, 794 children have been detained at Trandum immigration detention centre. In 2016, 50 percent of forcibly returned accompanied children were detained in the forced returns process (asylum-category).

Children and parents who have experienced (attempts at) forced returns, including immigration detention, describe their experiences in this report. The children and parents also make recommendations as to how they believe the forced return process should be changed. The main findings are discussed in light of Norway’s human rights obligations, the NPIS guidelines, relevant research and other reports. The purpose of this report is to ensure that forced returns are carried out in a more child-sensitive manner in line with children’s rights.

The report is written in Norwegian with an executive summary (beginning page 19) in English.
