Localization will only continue to grow in momentum if we can show that it is leading to more effective and efficient humanitarian action. The ability to demonstrate this is therefore crucial, but there is no consensus on how to measure localization and its impacts. The Intention to Impact research project aims to address this measurement gap. 

This paper is the first step in the Intention to Impact project, and reviews current resources on localization. It explores a range of different measurement areas and indicators, and proposes a possible approach that is manageable and representative.
