Gender-Sensitive Disaster Risk Reduction: A training curriculum for village disaster preparedness unit staff in Lao PDR

This training manual is part of the CARE’s Disaster Risk Reduction-gender work-package and specifically aims to provide background information on the key issues related to gender-sensitive Disaster Risk Reduction (DRR). The aim of the work package is to provide policy and programme staff with tools for incorporating gender issues into Disaster Risk Reduction policy and practice. This training manual contains training activities for Village Disaster Preparedness Unit (VDPU) staff to familiarize with gender-sensitive DRR.

The objective of the participatory training is that Village Disaster Preparedness Unit staff (both men and women):

• Are aware of the gendered impacts of disasters in their community
• Support the importance and utility of gender-sensitive DRR.
• Are familiar with the six components of gender-sensitive DRR
• Are familiar with the action that is required to reach gender sensitive DRR
• Are equipped with basic tools to address common gender-gaps in DRR in their community
• Are able to identify gaps in terms of insensitivity to gender in programmes and project

It is expected that those providing this training will be the VDPU’s, NGOs/Red Cross staff. There should be a balanced number of participants and those providing the training should try to ensure that 50% of the participants are women.

ຄູ່ມືຝຶກອົບຮົມນີ້ແມ່ນພາກສ່ວນໜື່ງຂອງອົງການແຄຣ ຊຸດວຽກການຫລຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດຕໍ່ການຕື່່ນຕົວເລື່ອງບົດບາດຍີງ-ຊາຍ ແລະ ຈຸດປະສົງສະເພາະແມ່ນເພື່ອສະໜອງຂໍ້ມູນຄວາມເປັນມາບັນຫາທີ່ສໍາຄັນກ່ຽວຂອງກັບການຕື່ນຕົວເລື່ີອງບົດບາດ-ຊາຍໃນວຽກງານການຫລຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດ. ຈຸດປະສົງຂອງຊຸດວຽກແມ່ນສະໜອງເຄື່ອງມືນີ້ເພື່ອເຊື່ອມເອົາບັນຫາບົດບາດຍີງ-ຊາຍເຂົ້າກັບນະໂຍບາຍການຫລຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດ ແລະ ພາກການປະຕິບັດຕົວຈີງ.​

ຈຸດປະສົງຂອງການຝຶກອົບຮົມແບບມີສ່ວນຮ່ວມຂອງສະມະຊິກໜ່ວຍງານກຽມພ້ອມຕໍ່ໄພພິບັດຂັ້ນບ້ານ(ທັງຜູ້ຊາຍ ແລະ ແມ່ຍີງ)​ແມ່ນເພື່ອ:

• ຮູ້ກ່ຽວກັບຜົນກະທົບຂອງໄພພິບັດທີ່ມີຕໍ່ແຕ່ລະເພດຢູ່ໃນຊຸມຊົນ.
• ສົ່ງເສີມການໃຫ້ຄວາມສໍາຄັນ ແລະ ປະໂຫຍດໃນການເອົາໃຈໃສຕໍ່ບົດບາດຍີງ-ຊາຍໃນການຫລຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດ
• ສ້າງຄວາມຄຸ້ນເຄີຍຕໍ່ກັບ 6 ອົງປະກອບຂອງການຫລຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດທີ່ເອົາໃຈໃສ່ຕໍ່ບົດບາດຍີງ-ຊາຍ.
• ສ້າງຄວາມຄຸ້ນເຄີຍໃນການຈັດຕັ້ງປະຕິບັດວຽກງານຫລຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດທີ່ຄໍານືງເຖີງຄວາມສໍາຄັນຂອງບົດບາດຍີງ-ຊາຍ.
• ຈັດຫາອຸປະກອນພ້ອມດ້ວຍເຄື່ອງມືພື້ນຖານຕ່າງໆເພື່ອຍົກໃຫ້ເຫັນຊ່ອງຫວ່າງກ່ຽວກັບບົດບາດຍີງ-ຊາຍໃນການຫລຸດຜ່ອນຄວາມສ່ຽງໄພພິບັດຢູ່ໃນຊຸມຊົນ.​
• ເພື່ອໃຫ້ສາມາດຊອກຫາບັນຫາທີ່ເຮັດໃຫ້ບໍ່ເຫັນຄວາມສໍາຄັນຂອງບົດບາດຍີງ-ຊາຍໃນແຜນງາານ ແລະ ໂຄງການ.​

ສີ່ງເຫລົ່ານີ້ແມ່ນຄວາມຄາດຫວັງຂອງຜູ້ທີ່ສະໜອງການຝຶກອົບຮົມບໍ່ວ່າຈະເປັນ ພະນັກງານຂອງໜ່ວຍງານກຽມພ້ອມຕໍ່ໄພພິບັດຂັ້ນບ້ານ, ອົງການຈັດຕັ້ງທີ່ບໍ່ສັງກັດລັດຖະບານ/ອົງການກາແດງ. ຜູ້ທີ່ໃຫ້ການຝຶກອົບຮົມຄວນຄໍານືງເຖີງຜູ້ເຂົ້າຮ່ວມຝຶກອົບຮົມນັ້ນມີຈໍານວນເທົ່າກັນລະຫວ່າງເພດຍີງ ແລະ ເພດຊາຍ.
