This policy briefing paper gives recommendations on how to better work with civil society in fragile states. Providing effectively humanitarian and development aid to populations living in weak or fragile states has been one of the main challenge in the recent years. This paper engages in this discussion in order to create more space and stimulate new directions for further research.
