The global humanitarian sector has recently begun to develop ways to measure progress on localization efforts. This has also been a key issue for humanitarian actors in the Pacific region. In June 2018, the Pacific Islands Association of Non-Governmental Organisations (PIANGO) and Humanitarian Advisory Group met with several Pacific humanitarian actors from Fiji, Tonga and Vanuatu and discussed progress on localization as well as priorities for measuring change.

This paper provides an overview of the consultation discussions and highlights the key priorities for the Pacific region when measuring localization progress.
