This report presents the findings of a study supported by the World Health Organization (WHO) that reviewed existing parenting frameworks and gathered different families’ perspectives and parenting practices. The study aimed to examine global and local evidence-based parenting programs and current parenting perspectives and practices to inform the development of a national Parent Effectiveness Service (PES) Program framework in the Philippines that can be adapted across various contexts. This initiative aligns with the PES Program Act (RA 11908), which mandates the Department of Social Welfare and Development (DSWD) to establish a framework assessing the relationship between parenting and child development. The framework also seeks to help parents navigate the evolving landscape of Filipino households, shaped by various socio-economic, cultural, and environmental factors. Ultimately, the initiative aims to improve the effectiveness and inclusivity of parenting programs, fostering stronger families and better child outcomes across the country.
