Save the Children Europe
Despite a strong policy framework, the EU allocates a disproportionately small share of its Official Development Assistance (ODA) to child-related initiatives, even though children make up nearly half the population in many partner countries. This paper argues that investing in children is not only a moral duty but a strategic necessity that supports EU priorities in stability, security, and sustainable development. Drawing on Save the Children’s case studies, it shows how investments in health, education in emergencies, and child protection strengthen societies and align with Europe’s long-term interests. As the post-2027 Multiannual Financial Framework (MFF) negotiations approach, the EU must recognise the value of child-focused ODA and embed it across all external action, including within the Global Gateway initiative, to reinforce its leadership in human development and global influence.
