This paper examines the politics of care of international and local humanitarian actors, and the social response to their interventions, during the shellings of Beirut in 2006. Through its research, it demonstrates how short-term foreign aid differs from the daily support of local providers in communities and how the dynamic between international and local interventions plays out differently on the ground.
