This evaluation was commissioned jointly by the Norwegian Agency for Development Cooperation (Norad) and the Swedish International Development Cooperation Agency (Sida) with the main purpose of evaluating results of the resources invested by Norway and Sweden in development co-operation in support of child rights. Guatemala, Kenya, Mozambique and Sudan have ratified the Convention on the Rights of the Child (CRC) and are bound to take legislative, policy, and administrative action to honour their legal obligations. This report synthesises the findings and lessons learned from an evaluation of Norway’s and Sweden’s aid interventions intended to promote child rights in these four countries.
