Preventing the Recruitment and Use of Children An Analysis of the Barriers to Implementing the Vancouver Principles in South Sudan and Somalia (2026)

This report, produced by Save the Children with financing from the Government of Canada’s Peace and Stabilisation Operations Program, explores why South Sudan and Somalia have yet to formally endorse the Vancouver Principles, despite continued grave violations against children in armed conflict.

Drawing on consultations with key stakeholders and children, the study identifies political, institutional, socio-cultural, economic, gender and knowledge barriers to endorsement and implementation. It highlights different challenges in each country, from limited institutional ownership in South Sudan to fragmented alignment with the Principles in Somalia.

The report argues that endorsement can strengthen political commitment, mobilise resources and support more coordinated efforts to prevent the recruitment and use of children. It concludes with children’s perspectives on the drivers of recruitment and practical recommendations for governments, peacekeeping and child protection actors.
