In an increasingly globalized world, more and more individuals are becoming mobile. This increase in mobility has shifted demographic and health trends.Within South Asia, migration, poverty, and discrimination that can hamper access to critical information and services can increase the vulnerability of mobile populations, particularly to HIV & AIDS. Data from studies in Nepal estimate that 46% of Human Immuno Deficiency Virus (HIV) cases in Nepal were among seasonal mobile population to India. The EMPHASIS project – led by CARE and supported by the Big Lottery Fund, UK – seeks to reduce the vulnerability of key mobile populations to HIV & AIDS among two mobility routes between Bangladesh/India and Nepal/India. In recognition of the importance of legal and policy frameworks in the context of Nepal, this report seeks to summarize a review of relevant laws and policies related to migration, health and HIV&AIDS, and labour.
