Policy Impact Analysis: Providing Additional Support to Students from Vulnerable Groups in Pre-University Education

This study provides an overview of the institutional and legal framework, policies, and measures aimed at enhancing the education of poor and vulnerable children in Serbia, as well as those that should be analyzed further with respect to their social and financial impact. Emphasis is placed on measures within the educational and social welfare systems.

Based on an analysis of the current situation in Serbia, while focusing on low socioeconomic status families (including the Roma), the study provides recommendations on introducing new and reviewing and enhancing the existing measures, including recommendations for legislative amendments where necessary. Thus the recommendations are drafted mainly for the government of Serbia.

The study also recommends actions that require additional research, which presumes primary data collection in the field.s
