Peace for my Homeland Mali: Voice and visibility for children affected by armed conflict

Child participation is one of Save the Children’s thematic areas in accordance with Article 12 of the UN Convention on the Rights of the Child (CRC), which recognises that children have a right to have their views heard and considered. This implies that children have a right to be informed and involved in decisions and actions that affect them and to have their views taken into account.

The ‘Integrating Child Protection within the African Peace and Security Architecture’ (ICPAPSA) project has been conceptualized with child participation as a key objective and vital to the effective delivery of the project. The project is implemented in West and East Africa, with the focus countries for the consultations with children being Mali and South Sudan. The consultations were conducted with children affected by armed conflict in two selected regions of Mali: Gao and Mopti. During the consultations, the children were encouraged to express their opinions, share their experiences and needs, and formulate recommendations.

Among the findings, some children and youth associated with armed forces and rebel groups exhibit violent behaviours such as incest, rape, sexual abuse, and armed banditry including on the roads. The insecurity has had a negative impact on regular school attendance. In addition, school drop-outs, early pregnancy and early marriages have been observed among girls. Based on the findings of the consultations, some potential topics for advocacy were also identified, some of which include: restoration of peace and peacekeeping in Mali; strengthening existing government services such as access to justice, health, protection of schools amongst others; and resource mobilisation to support existing and establish new formal and non-formal child protection systems in communities.

 

La participation des enfants est l’un des domaines thématiques de Save the Children, conformément à l’article 12 de la Convention relative aux droits de l’enfant des Nations Unies (CDE), qui reconnaît aux enfants le droit de faire entendre leur point de vue. Cela implique que les enfants ont le droit d’être informés et associés aux décisions et aux actions qui les concernent et que leurs points de vue soient pris en compte.

Le projet « Intégration de la protection de l’enfant dans l’architecture africaine de paix et de sécurité » (ICPAPSA) a été conceptualisé avec la participation des enfants comme un objectif clé et indispensable à la bonne exécution du projet. Le projet est mis en œuvre en Afrique de l’est et de l’ouest, les pays cibles des consultations avec les enfants étant le Mali et le Soudan du Sud. Les consultations ont eu lieu avec des enfants touchés par un conflit armé dans deux régions sélectionnées du Mali: Gao et Mopti. Au cours des consultations, les enfants ont été encouragés à exprimer leurs opinions, à partager leurs expériences et leurs besoins et à formuler des recommandations.

Parmi les résultats, certains enfants et jeunes associés aux forces armées et à des groupes rebelles manifestent des comportements violents tels qu’inceste, viol, abus sexuel et banditisme armé, notamment sur les routes. L’insécurité a eu un impact négatif sur la fréquentation scolaire régulière. En outre, des abandons scolaires, des grossesses précoces et des mariages précoces ont été observés chez les filles. Sur la base des conclusions des consultations, certains sujets potentiels de plaidoyer ont également été identifiés, notamment: la restauration de la paix et le maintien de la paix au Mali; renforcer les services gouvernementaux existants tels que l’accès à la justice, la santé, la protection des écoles, entre autres; et la mobilisation de ressources pour soutenir et établir de nouveaux systèmes formels et non formels de protection de l’enfance dans les communautés.
