The localization of humanitarian action is crucial in Vanuatu. Local, national, and international actors alike are considering what localization means for preparedness and response considering the increasing frequency of natural disasters. In recent years, cyclones, earthquakes and volcano eruptions have impacted communities across the country. The international response to the tropical cyclone Pam in 2015 lead to a shift in the dynamics of humanitarian action in Vanuatu and the wider Pacific region, resulting in broader recognition of the need to better support and encourage locally-led responses. 

This report shares key insights on the localization process in Vanatuau, focusing on aspects such as partnerships, capacity, funding and participation.
