Local Capacity in Humanitarian Response: Vision or mirage

This paper is part of a series exploring poverty reduction. This case explores recent sector evaluations and analyses. It concludes that the humanitarian sector is not using the proper measurements and indicators to build local capacity systematically and is thus not supporting the right actors that could multiply the power of aid.
