Learning Report: Contribution of the ROOSC Project to School Enrolment and Teacher Competency in Kaduna State, Nigeria (2026)

This report presents evidence on the contribution of the ROOSC project to improved school enrolment and teacher competency in Kaduna State, using Annual School Census data, teacher assessments, and project records. Findings show a strong enrolment increase within one academic cycle after project start in November 2024. Total enrolment rose from 91,833 in 2024/2025 to 111,450 in 2025/2026, an increase of 19,617 learners or 21.4 percent. Growth occurred across both sexes, with boys increasing from 44,837 to 55,853 and girls from 46,996 to 55,597, showing broad access without exclusion.

The increase links to learner kit distribution, community engagement, and structured mainstreaming into formal schools, which reduced barriers and increased demand.
Teacher competency also improved after training, with more than half of competencies reaching proficient or mentor level. Classroom observations showed stronger performance than self-assessment. Gaps remain in ICT, curriculum use, and learner support.
