Investing for the Future: Capacity building in Morocco

This paper is written in the context of the French NGO Forum Réfugiés in 2006. Among other questions, it asks: “Can Morocco become a country of asylum?”. Based on two missions, the authors established several key principles to guide future asylum system work in Morocco.
