ALNAP, Active Learning Network for Accountability and Performance in Humanitarian Action
The primary objective of this review is to critically reflect on how the humanitarian sector could better assess the outcomes of investments in local institutional capacities. The review is partially based on a set of five case studies of capacity building. Furthermore, it draws on a variety of evaluations, reports and studies within the current debate in the humanitarian sector about the role of local institutional capacity building before, during and after humanitarian operations.
