Humanitarian Access and Local Organisations in Ukraine

There are an estimated four million people in need of humanitarian assistance in Ukraine. With political instability in Kyiv, the annexation of the Crimean peninsula by Russia and conflict between the Government of Ukraine and pro-Russian separatists, international humanitarian organizations and Ukrainian local actors have raised concerns that people in need are not reached by humanitarian assistance.

This working paper analyzes the level and quality of access for humanitarian actors, particularly local groups, in Ukraine. It also discusses the challenges and strategies used by organizations in order to reach people in need, comparing international and local actors’ ways of working.
