Hidden in plain sight: Three years on: updated analysis of UK measures to protect trafficked persons

This fourth report by The Anti-Trafficking Monitoring Group (ATMG) in the ATMG series analyses the UK’s response to trafficking four years from the Council Of Europe anti-trafficking convention coming into force. ATMG monitors and evaluates the UK Government’s efforts to combat trafficking in human beings with respect to the UK’s obligations under the Council of Europe Convention on Action against Trafficking in Human Beings 2005 (the Convention), Directive 2011/36/EU of the European Parliament and the Directive of the Council of 5 April 2011 on preventing and combating trafficking in human beings and protecting its victims. The purpose of this report is to examine the progress in this area since the publication of the Wrong Kind of Victim? in June 2010 that assessed the UK’s adherence to its obligations under the Convention.

The report highlights major problems of the UK’s system, especially looking at victims of trafficking through the context of their immigration status, causing the decision making to be unfair and discriminatory
