This paper aims to improve the ability of civil society organisations to perform costing exercises for human rights policy by giving an overview of key concepts and definitions relevant to costing human rights policy, outlining steps that every human rights costing analysis should undertake and using case-studies of human rights organisations applying costing in their advocacy. Written as an introduction for civil society organisations interested in human rights budget work, with particular focus on calculating the cost of a human rights policy or intervention, it is intended for people who may not have any experience of costing and does not require a background in economics or accounting.
