This guide offers guidelines applicable to the planning and development of foster care programs for separated and unaccompanied migrant children and adolescents, refugees, and applicants for international protection. Based on standards and best practices developed by non-governmental organizations in the European Union, its objective is to provide guidelines so that these programs guarantee the restitution and protection of the rights of children and adolescents while a permanent decision is made by the authorities. The guide is aimed at professionals who are part of technical teams in state agencies, as well as operators of non-governmental organizations in Mexico.
