The Interagency Task Team on Children and AIDS: Social Protection Working Group, hasa undertaken a review of the experiences and debates in selected countries around national social protection programmes and the process of developing them. The review aims to shed light on the institutional dynamics of expanding social protection with the goal of informing current and future efforts. Ensuring benefits for children was a particular focus, in light of their lack of access to social protection and their heightened vulnerability to the long-term consequences of poverty. This paper aims to explore two specific issues:
o What efforts are underway to strengthen institutions to deliver child sensitive social protection and what are the practical lessons from prior and ongoing efforts?
o What is the best way to build institutions to expand comprehensive social protection that benefits children, including social transfers and services?
