Evaluation of the Pilot Phase of Deploying the e-Supervision and Community Sub-instance Applications of the DHIS2 Database (2023)

The evaluation was conducted in 14 pilot districts and 9 control districts, involving 181 health facilities and 184 stakeholders (coordinators, surveillance officers, nurses, and midwives).

The results show limited availability of data management documents (monitoring plans and procedure manuals), predominant use of tablets (82.2%) for data collection, but challenges related to internet connectivity quality (only 46% satisfied) and insufficient training (20% untrained).

The applications were considered user-friendly by 59% of stakeholders and strengthened the capacities of community health workers (77%). E-supervision improved report completeness, although shortcomings were observed in completeness calculations due to inappropriate methods.

The evaluation concludes that digital tools are valuable for data quality and supervision, while recommending technical improvements, better training, and gradual expansion to reduce coexistence between paper and digital formats.
