Count Every Newborn: A measurement improvement roadmap for coverage data

The Every Newborn Action Plan (ENAP), launched in 2014,  is a global multi-partner movement to end preventable maternal and newborn deaths and stillbirths. The 2030 national target for neonatal mortality and stillbirth rate is of ≤12 per 1000 births. Key to achieving this is improving data on care at birth and of small and sick newborns, by systematically measuring and monitoring interventions in a way that tracks their coverage, quality and equity. 

To tackle this issue, this paper lays out a systematic testing agenda: the ENAP Measurement Improvement Roadmap.
