Since 2013, and particularly since the 2016 World Humanitarian Summit (WHS) that included the Grand Bargain commitments, discussions on the localization humanitarian action have abounded. The International Red Cross and Red Crescent Movement has sent a strong message of support for strengthening the role of local and national actors in responding to humanitarian needs while underlining the importance of complementarity with international actors, particularly in situations of conflict.
This report is based on case studies from Colombia, Somalia and Ukraine. It focuses on how the Red Cross and Red Crescent Movement has worked to ensure complementarity in situations of conflict and violence.
