This baseline study establishes the initial status of early warning systems (EWS), anticipatory actions (AA), institutional capacity, and community preparedness in Chattogram and Bandarban two highly hazard-prone districts in Bangladesh. Using a mixed-method approach (quantitative survey of 489 households and qualitative FGDs/KIIs), the study assessed socio-economic vulnerabilities, gender and child protection gaps, and readiness for localized forecasting systems.
Findings reveal significant challenges: short lead times for landslides and flash floods, limited dissemination of warnings in remote areas, lack of AA protocols, inadequate shelters, and exclusion of women and children from decision-making. Baseline indicators for project objectives (e.g., % households practicing early actions, functional EWS coverage, AA plans) are near zero, highlighting urgent needs for capacity building, gender-sensitive and child-friendly interventions, and integration of AA into DRM frameworks. Recommendations include digitized EWS platforms, multilingual interpreter networks, pre-disaster fund allocation, and formalized AA protocols for landslides and flash floods.
