Balancing Principles and Needs Capacity-Building in Southern Sudan

This article applies the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organisations (NGOs) in Disaster Relief to the NGO MEDAIR’s practical experience of capacity-building in South Sudan. It discusses what agencies should do when the principle of working through local institutions and building local capacities comes up against the principle of neutrality.
