Welcome to the School Leadership and Management (SLaM) model Toolpack page.
The School Leadership and Management (SLaM) Programming Model aims to strengthening leadership capacity among Head Teachers, School Management Committee (SMC) members, and local education officials (LEOs) aimed to enhance learning environments and improve children’s educational outcomes.
The SLaM Toolpack is a collection of resources that introduces the SLaM programme model and provides guidance on its design and contextualization, as well as guidance for implementation of each component.
The objective of SLaM is for School leaders to demonstrate transparency, accountability and participation. This aims to empower the school community to create change within the school through effective school leadership and management. Ultimately this will impact children’s improved learning and wellbeing.
The objective of SLaM will be met through:
a) improved school leaders’ capacity and practice
b) distributed leadership
c) strengthened school – parent/ community collaboration
The SLaM model is grounded in a structured theory of change, recognizing strong leadership as the foundation for improving learning and well-being outcomes and aligned with QLF foundation 5 School Leadership and Management.
The SLaM model and key interventions are based on approaches developed and tested during the SLaM Pilot Programme implemented in Nepal during 2019–2023.
The SLaM toolpack provides guidance aligned with its conceptual framework.
The SLaM Toolpack 0 starts with a general overview of the SLaM conceptual framework, as a first read. This is followed by guideline for design and contextualisation, including tools to guide the design of a program tailored to local needs and priorities. This process involves, conducting a system assessment, analyzing policies, procedures, strengths, gaps, and needs and validating the principles of effective school leadership and management.
This will lead to a contextualized program design that connects directly to interventions described in
– Toolpack 1: Leading teaching and learning,
– Toolpack 2: Effective school governance
– Toolpack 3: Engaging parents and community.
The programme is supported by robust monitoring and evaluation guidance found in Toolpack 4 Monitoring and Evaluation.
