Visible Evidence – Forgotten Children” reveals serious gaps in the protection of sexually abused children whose abuse has been filmed or photographed and distributed over the Internet. This paper is presented by the Save the Children Europe group in response to the fact that very few children abused for the production of child abuse images are being identified, protected and offered support.
The major obstacles to victim identification are identified in this report and proposals are made
as to how these can be addressed. The recommendations and examples of good practice in this paper provide a framework for action to ensure that more victims are identified, protected and offered the support that they need.
