This is one of six country reports from the project: Transforming cash transfers: beneficiary and community perspectives on social protection and programming.

Cash transfers are predictable payments made directly to poor people. Cash transfers have been shown to have strong effects on reducing poverty and hunger, and helping people to access health and education services. They are weaker on more transformational effects; despite strong logic, there is little evidence of the effects of cash transfers on citizen’s voice, empowerment, gender equality, social cohesion and state-building.

This report concludes with a series of findings and policy implications – how cash transfers can be improved, involve the community, integrate with other social protection programmes, and remain sustainable.
