This report focuses on the inclusive education programmed conceived and implemented by the Vietnamese National Institute of Education and Sciences (NIES). The programme, which began in 1991, aimed to provide education to a large number of children with disabilities and learning problems, often called children with special educational needs, who had not earlier been enrolled in schools.

Inclusive Education is being developed in Vietnam on a country-wide basis. It is recognized as a national policy. At the same time, as it is community based, the actual implementation of the programme differs from province to province, from district to district, and even from school to school.
