This guidance outlines the key steps in developing an action plan for a Safe and Protective Environments for Learning (SPEL) approach. It provides step-by-step guidance which will enable education project staff to: Build Stakeholder Support; Explore the Meaning of Safety & Child Protection in Schools; Harmonize Priorities; Ensure Accountability and Develop SPEL Action Plan. The tools and resources can also be used to advocate for school safety and as part of global efforts to protect education from attack.
