This report presents a forecast Social Cost Benefit Analysis of the Early Action Fund. In 2016, Save the Children UK established a 3-year Early Action Fund (EAF) pilot project to test frameworks for achieving Early Action and to build country office capacity. In 2017, a funding pot of £100,000 was made available to whichever of the three priority country offices (Ethiopia, Kenya, Niger) triggered it first. The Ethiopia Country Office triggered the EAF in February 2017. The analysis in this report draws from the evidence base collected via the in-country visit, programme documentation and subsequent secondary research. The analysis places those findings relative to the Theory of Change and begins to offer conclusions and opportunities for the EAF programme.
