This research paper concerns the indiscriminate rescue of street children in the City of Manila, a practice that is primarily carried out by the Metropolitan Manila Development Authority (MMDA), Manila Department of Social Welfare (MDSW), Manila Police District (MPD) and barangay police. The report has been published by a team of Australian Volunteers documenting the indiscriminate “rescue” of street children in Manila and relies upon information collected from surveys and interviews of street children and youth, interviews with government staff, relevant NGOs, public members and visits to detention facilities.
