– More than 50% of children between the age 3 to 16 do not attend school in rural areas of Peru, while the rates of chronic malnutrition are concerning as they exceed 25% of children under the age of 3; – More than half of all children in Peru live in poverty: – out of every 4 of the nation’s children, 1 has problems with issues of birth registration, recognition and identity; – 1 of every 4 child suffers from chronic malnutrition; – 8 of every 10 children do not acquire the basic learning skills that will improve their future; – The incidence of domestic violence is high as is the rate of child abuse committed by adults. These statistics, which show the dramatic situation faced by Peruvian children, has led to the launch of the present manual developed by the Asociación Nacional de Centros y de la Mesa de Concertación para la Lucha contra la Pobreza (Roundtable for Poverty Reduction). Produced in the framework of the campaign “En el presupuesto público, las niñas y los niños primero” (Put Children First in the National Budget), it promotes prioritising the inclusion of children and adolescents in participative budget to enforce their rights. Divided into three main sections, the first part of this manual highlights the social & public actors as well as the key factors that most positively impact the situation of children, both current and future. It gives examples of best practice and identifies priority areas for actions to improve the situation of children and young people. The second part lays the foundation for intervention strategies, offers guidance on how to make an assessment in child and adolescent wellbeing, and provides a framework for evaluating children’s services. The last part of the manual identifies solutions and provides ideas on how to improve existing services.
