Local Humanitarian Action in the Democratic Republic of Congo: Capacity and complementarity

During the last decade, the Democratic Republic of Congo (DRC) has experienced numerous crises resulting from civil war and conflicts in neighboring countries, but also natural disasters and pandemics. As a result, it is estimated that 12,8 million people are in need of humanitarian assistance in 2019.

This report analyzes how the capacity to respond to humanitarian situations in the DRC is understood and assessed. It also discusses how levels of capacity of different actors are perceived and how eventual gaps are addressed. Focusing on South Kivu and Kasaï Central, the report interrogates issues of capacity and complementarity between local and international actors during times of conflict.
