The report ‘Juvenile Justice in the CEE/CIS (Central and Eastern Europe/ Commonwealth of Independent States) region: Progress, Challenges, Obstacles and Opportunities’, describes the most significant advances made in the development of juvenile justice systems in the CEE/CIS region over the past decade, and the most important challenges remaining. The paper also provides some key recommendations for further impact on the rights of the children involved. It is mainly based on a series of assessments of the juvenile justice systems in fifteen countries of the region – from Albania to Uzbekistan – conducted by the UNICEF Regional Office for CEE/CIS in between 2006 and 2011.
