People affected by conflict or crisis, and particularly those who live in camps or camp-like settings, are often faced with specific vulnerabilities and challenges. For example, they are often neglected, stigmatized and may face difficulties in accessing health services. These factors must be taken into consideration when planning for preparedness and response operations for the COVID-19 outbreak. 

This guidance is intended for field coordinators, camp managers, and public health personnel, as well as national and local authorities working in humanitarian situations during the COVID-19 pandemic.
