I’m Learning is a Save the Children Norway-led pilot project, funded through the SCN-Norad framework agreement, implemented in three countries, Uganda, Zimbabwe and Cambodia, aimed at improving the quality of basic education, focusing on the quality of learning environments.  This paper documents the process of developing and contextualizing the Quality Learning Environment (QLE)-based programming model, I’m Learning, in Cambodia.  Firstly, it discusses how Save the Children Cambodia worked in close partnership with government and stakeholders in developing, implementing, and monitoring I’m Learning.  It then examines the successes and challenges of implementing the project model in terms of school-level innovation, as well as ownership and sustainability at the local and national levels. Finally, it outlines plans for scale-up and provides recommendations for the future of I’m Learning in Cambodia.
