Children deprived of their liberty face many vulnerabilities as the spread of COVID-19 can expand rapidly due to usually high concentration of persons and restricted access to hygiene and health care in some contexts. In detention centres and similar contexts, states have the responsibility to ensure that the best interests of every child is the primary consideration.

This document addresses the specific issues of persons and children deprived of their liberty and presents recommendations for responsible services and ministries.
