A report prepared by the Office of the Rapporteur on the Rights of the Child of the Inter-American Commission on Human Rights, which analyses and evaluates the situation of the human rights of children in the Americas. It focuses on the topic of corporal punishment in disciplining children and adolescents, a thematic area which was placed on the inter-American system’s agenda in 2005. The report sets out general considerations relating to children and analyzes state responsibility vis-à-vis the use of corporal punishment in public institutions, state responsibility in the use of corporal punishment by private citizens, and corporal punishment as it relates to the institution of parental custody. The final section sets out the Commission’s conclusions and recommendations, which aim to guide the member states in meeting their obligations of ensuring respect for and protection of the human rights of children and adolescents within their corresponding jurisdictions.
